MacSafety Solutions prepares and reviews Construction Phase Plans for construction work across Northern Ireland. Support can be provided to contractors on single-contractor projects and to principal contractors coordinating projects involving more than one contractor.
The plan is built from the information available before work begins and developed to reflect the project team, programme, workplace, welfare arrangements, site rules and significant risks. It should remain connected to the way the project is managed rather than becoming a document that is filed and forgotten.
Under the Construction (Design and Management) Regulations (Northern Ireland) 2016, a written construction phase plan is required before the construction phase begins. The dutyholder remains responsible for ensuring the plan is suitable and implemented; our role is to provide structured, practical support around the agreed commission.

The level of detail should be proportionate to the project and the risks involved.
Site set-up and welfare
Access, security, traffic routes, deliveries, welfare, first aid, fire and emergency arrangements are developed from the project information supplied.
Significant project controls
The plan records how significant risks and interfaces will be managed, including relevant design information, temporary works, services, lifting, work at height and other project-specific matters.
Contractors and changing work
Arrangements for RAMS, permits, inductions, briefings, inspections, cooperation and change control help connect the plan with daily site management.
What we normally need from you
The plan can only reflect information that is available and confirmed. Depending on the project, we may request:
- Pre-Construction Information and the current design information.
- Client, Principal Designer, contractor and project-team details.
- Scope, programme, phasing, drawings and logistics information.
- Site set-up, welfare, access, security and emergency arrangements.
- Known services, adjacent operations, restrictions and significant risks.
- Management procedures for RAMS, permits, temporary works, lifting and inspections.
- Client standards, reporting arrangements and the required review route.
Keeping the plan current
A Construction Phase Plan should develop as the project changes and more information becomes available. We can prepare the initial plan, review an existing draft or support agreed revisions during delivery.
